s12(1b)
The power pursuant to Section 12(1b) to concur with the Chief Executive Officer of the Department in respect of the appointment of an officer or employee of the Council to be an authorised person for the purposes of the Act.

The power, pursuant to Section 18A to, with the approval of the relevant authority, make by-laws that operate in relation to –
a port or part of a port; or
a harbor or part of a harbor; or
adjacent or subjacent land that is neither within a port nor a harbor.
